Housing construction for employees of Rosatom's energy storage devices “giga-factory” has started in the Kaliningrad Oblast
The event took place as part of a working visit to Neman by Alexey Besprozvannykh, Acting Governor of the Kaliningrad Oblast, and Natalia Nikipelova, President of TVEL JSC (managing company of Rosatom's Fuel Division). During the visit, the delegation was welcomed at the site of Kaliningrad “giga-factory”, where they were introduced to the project of the future production and highly appreciated the progress of construction works. The second part of the event was dedicated to ceremonial launching of the apartment buildings construction.
"This is a remarkable event for Neman, where the last apartment buildings were built almost back in the Soviet days. These houses are not only for dwelling of the Kaliningrad “giga-factory” employees. Forty-eight apartments will be allocated to local doctors and teachers, who are in high demand in the Neman district. Thanks to Rosatom's industrial construction, the Kaliningrad East is developing, according to the instructions of the Russian President on development of electric mobility, and the region's economy is being additionally stimulated,” says Alexey Besprozvannykh.
In 2025, a high-tech “giga-factory” for the production of lithium-ion rechargeable batteries with a capacity of 4 GWh per year (total capacity of the devices to be produced) is to open in the Neman district of the Kaliningrad Oblast. This is going to be the first Russia's full-scale production of traction batteries for electric transportation and energy storage batteries for stationary power systems. The project is being implemented by the Fuel Division of Rosatom.
“Kaliningrad Oblast is a new region on the map of Rosatom's Fuel Division. Apart from creating a production facility, which is unique for our country, we take responsibility for creation of a comfortable urban environment to improve the quality of citizens’ life in the same way as in our historical “atomic” cities. As we enter the region, we pay much attention to training of highly qualified specialists for the future “giga-factory”, and work in cooperation with educational institutions of Neman, Sovetsk, Gusev and Kaliningrad, jointly developing educational programs. We are developing the infrastructure of the Neman district. Capital repairs of the city stadium are already underway, and we also plan to open a cinema. Today, we have made another important step - we launched construction of houses for the “giga-factory” employees. New comfortable accommodation will be another attractive factor for future employees of the “giga-factory” and their families to move to the city,” says Natalya Nikipelova, President of TVEL JSC.
The project of building new high-comfort houses in Neman is implemented by the “Housing and Social Construction of the Kaliningrad Oblast” foundation. In total, six residential buildings with a total of 198 apartments are to be built on two city sites, 150 of which are intended for employees of the future “giga-factory”.
Design of the new houses intends to preserve the integral architectural image Neman and laconically fits into its historical concept due to the pitched roofs and sustained facade solutions. A fenced territory located in a green area provides a spacious adjacent territory, an excessive number of parking spaces, children's playgrounds and sports grounds, thus creating a comfortable environment for residents. The buildings will be provided with air-conditioning systems, and heating will be provided by autonomous gas boiler houses.
Commissioning of the first housing stage is scheduled for the third quarter of 2025 (two houses with 60 apartments on Krasnoarmeyskaya Street). The second stage will be located along Oktyabrskaya Street, spreading over almost 2 hectares. Here four houses with a total of 138 apartments will be built, 90 apartments are to be allocated for future employees of the giga-factory, and 48 - for the needs of municipality.

Together with the construction of Neman’s first apartment buildings in many years, the Foundation is renovating the city's water and wastewater utilities. The project involves the re-laying of worn-out and inadequate sewerage and water supply utilities with a total length of 2.7 km in Neman. The upgraded utilities will generally enhance the quality of local utility services.
